Political voice and SMS traffic is carrier-level sensitive for three reasons: volume concentration (majority of annual political voice runs in the 6 weeks before a federal election), regulatory scrutiny (FCC rules on prerecorded political calls, state-level limitations on autodialed political contact, FEC disclosure requirements on campaign-fund-originating calls), and reputation volatility (voter-turnout traffic is adjacent to political-advertising in the public perception, and mobile carriers sometimes respond to political-cycle complaint spikes with aggressive filtering). We carry PAC, campaign, GOTV, and voter-contact traffic with a cycle-specific MSA that includes explicit FEC-aligned disclosure attestations. Volume routinely reaches 10× baseline in the final week of a federal cycle and we provision additional capacity per-cycle rather than carrying always-on reserve. Post-election, capacity returns to baseline and accounts move to inactive or wind down. A-level STIR/SHAKEN is the only viable attestation for political calls.
